My Custom Cursor Change Won't Stay Permanent

I Downloaded An Custom Cursor, then i save. But when i Log off then log on again is isn't my custom cursor but Windows 7's Cursors

Can Someone help Solve this Problem

:ar: Click on the rb:
:ar: Go to Control Panel
:ar: Select "large icons" view
:ar: Then select Mouse from there
:ar: Go to pointers tab
:ar: Uncheck "Allow themes to change mouse pointers"

Log off/restart.

Let us know if this fixed the problem
