I have had to do a fresh installation due to the hd failing.

I now have a larger hd partitioned into 2, one (C:) for the OS and programs and the other (D:) for the data.

Is is possible and advisable to transfer all the directories such as "My Docs" and "My Music" from drive C; to drive D:?

If it is OK then how can I do it.

Why bother "moving" them anyway? I have folder created on my D drives called Documents, Photos, etc. I just put my content there, and leave the system files alone. This is why so many people end up with the "take ownership" issues later on down the road. The My Docs folders on my computers are empty, aside from what apps put there. I don't use them, and never saw a need/reason to redirect them.

You can find how to do this here (it's for Vista but work perfectly on 7 too).
