I press the button to turn on the PC , it starts for about half of a second then it shuts down and after a second it turns on and remains on.

I have heard of that symptom on certain motherboards---Asus, if memory serves. I think the resolution in those cases was to upgrade the BIOS.
You may have an entirely different situation.
I assume it works OK after it restarts?

I have a Asus board that use to do that and I had to go to a older bios. Sometimes it would double boot and sometimes it would triple boot.

You can always check besides the bios if the Power button along with the lead cable to the board is safely grounded to the board sounds like it is not connected fully

I have an Asus PCB-DE motherboard, Celeron 2200 mhz, 1 gb ram. I have no idea what kind of Bios it is. It's a new PC just installed. Is it the BIOS?

Yes everything is fine, and yes it's an Asus motherboard. But i heard it's bad to upgrade the BIOS, i don't know in what way i just heard that.

You shouldn't upgrade a BIOS without a good reason. If the upgrade process fails, you may have to buy a new motherboard.
You need to research your particular motherboard at the ASUS web site to see what BIOSes are available and you need to find out what BIOS you have right now. You should be able to see your BIOS version shown on screen briefly during the boot process. If not, you should be able to find it with a program such as Speccy.
You may find some mention online at ASUS.com or elsewhere that your board is known to have that double-boot problem and that a particular BIOS is supposed to fix it.
I probably would not upgrade the BIOS just on the hope that it might help. It depends on how badly it bothers you.

How to: Update my BIOS using ASUS Update?
I updated my Asus laptop using the Winflash utility and it was easy as pie. Having said that...... I agree with ignatzatsonic completely about updating "just to see if it fixes it".

As ignatz suggested, some Asus models suffer this problem - I had exactly the same symptoms with an ASUS notebook, and flashing the BIOS fixed the problem:

However, you absolutely MUST determine whether this is your issue before going near the BIOS. Check your motherboard model on the ASUS website and establish if this is a known problem, and what the fix is.

Also, is your power supply adequate for the hardware inside? If not, then that would explain these kinds of problems.
