My screen gets "on" first after I enter windows..

Everytime I turn on my computer, my screen doesn't turn on until after I've enterd windows and the windows startup sound comes. I've formatted my PC several times, even bought new motherboard and a new processor. After every fresh format, the problem is not there. But after I start installing the drivers it suddenly appears.

PS: I also have to add that both my keyboard and my mouse disconnects, after press on the computer.
Does anyone have any clue?

try a different output of your gpu. bad cables will do that, especially display port.
your PS isn't easy to comprehend.

Do you have a TV or a 2nd monitor attached? Any secondary monitors show when you open "Screen resolution"?
