My windows have transparency but they behave like basic themes?

Hello, I have no idea what to do on this, I had to restart my computer and everything was working just as it should before I restarted it. I had the cool animations when you would close and minimize and what not. Now that I restarted my computer I noticed that the highlight thing where you hold the LMB and highlight items no longer has the blue on the inside and has that basic style. As well as all my windows behave like a windows xp system or a basic theme on Windows 7. Yet my theme has the transparency and the advanced looks. I really need help on this. I've tried changing my themes, I've checked my graphics card drivers, I've restarted it twice now. Please help. Thank you for your time.

System Specs:
Windows 7 Home Premium 64 bit
2.8Ghz AMD Athlon Dual Core Processor
4 GB Ram
ATi Sapphire Radeon 1GB DDR3 HD 5570

EDIT: I did a restore from an earlier point at which they DID work and yet I still have no luck.

EDIT 2: I have no idea what I did but as I went into the troubleshooter it somehow fixed itself. It detected no errors what so ever. I honestly have no idea what happened. Oh well, problem resolved.

I understand that you have already fixed the issue, but did you happen to have TuneUp Utilities, Auslogics BoostSpeed, or ioBit Advanced SystemCare installed?

I know most "Performance, Tuning, & Maintenance" software will recommend that you disable the premium-based graphic effects, such as Cursor-Shadows, etc...

Hello Zach, I found out that it was actually just a bug/glitch that happened when I closed out of Crysis 2 after freezing. So therefore it had nothing to do with Tuneup or any other programs, just a game.
