Is it possible your monitor or case has built in speakers? This is sometimes the case.

It has never happened to me before, the case as far as I know does not have built in speakers and the volume is turned off on my monitor.

If you open up your Sound window in the control panel, what is selected as your default playback device?

Hmm seems like a mystery to me then... Apparently your computer is finding some speakers somewhere, perhaps the speakers in your monitor aren't off all the way?

They are off, last night when I turned my computer completely off and my monitor off, it was still playing the sound, even when I woke up this morning this is starting to get under my skin and is an annoyance at most.

If the sound plays when the computer is turned off, then its not coming from your computer. Perhaps a smartphone or laptop, maybe even a close neighbour with an open window?

Nope it is coming from my bedroom and it is coming from the area of my computer no where else, my netbook is turned off at night and my phone is always silent, but I think I have figured it out though, my Keyboard Lycosa has an audio jack and it was plugged in by mistake but I don't understand how a keyboard could produce that sound and at that high of a sound, I have unplugged it to see if that stops it but I don't see how it could even when its turned off... creepy

Edit: Nope it is still doing it, this is getting on my nerves X_X I can't sleep at night hearing this! lmfao!

I have a Razer Lycosa as well, and the audio jack should have no bearing on the production of sound, unless you have a speaker or headphones plugged into it. The jacks on the keyboard are for the purpose of a headset.

My last possible thought would be that it may be some form of warning noise from your motherboard? Most mobos come with a small speaker on them designed to play a high pitched beep. Check to make sure your power supply is in perfect working order and that everything is hooked up properly inside your case.
