Is this a laptop that you're docking with a docking station or what? Brand and model would help as well as what dock you're using.
Bluetooth should be independent of whether you're docked or not. I have a laptop and a tablet that both have built-in Bluetooth and it works the same regardless of whether docked or not.
You should be able to enable the Bluetooth while docked the same way as you do when not docked.
