Need Direction in Restricting Software Access

I have just upgraded hardware and OS to Win7 Professional (64-bit) from XP and I should have done so long ago. I also use the Virtual PC for XP.

I am the administrator.

I have a "Guest" login and I would like to restrict access to programmes and files within the admin area. I presume this is possible but after searching I am not able to find the solution.
