Need help, please!

I just performed a clean install of Windows 7 Ultimate 32 bit on my Dell Optiplex 780. It had Vista Business on it. The installation went fine, I've installed XP several times before, so it's not something new to me. Windows 7 runs fine, but the internet is giving me real trouble. I've done countless searches on this topic for the last 3 days and just can't come to a solution, I've done so much stuff to my computer now that I don't even remember it all(nothing detrimental).

Windows 7 is running fine still, but the internet is just slow. When this computer was on Vista up until the moment I installed Windows 7, I was getting 20-30 mbps, and now I don't get over 3.5 mbps. Upload speeds have remained solid. I've updated firmware in my router, downloaded every driver imaginable, even contacted my ISP to see if it was anything on their end and its not. My other desktop on Vista home premium just showed put out 24 mbps and 26 mbps, and my phone over wifi gets high marks too. So I don't think it's the connection or router.

The only drivers that I can't find are for the PCI Serial Port and the PCI Simple Communications Controller. I've checked the DELL website and installed the Chipset drivers and that didn't include the drivers for these and I've checked the Intel site with them saying everything was up to date. I can't find these drivers anywhere. Would missing these drivers have anything to do with my problem. I've tried everything that I know of, and the connection's not dropping out any, just a lot slower than what it should be. I'm up for any advice that might help me solve this problem and enjoy Windows 7 to it full potential.

Where did you get Windows 7 from ? Is it retail ?

I would install 64 bit.

Can you post a shot of device manager with network connections expanded.

I circled the two drivers I just cannot find anywhere. I've been to that Optiplex page and installed just about every relevant driver. I've been to the Intel page and the only driver that needed updating was the RAID driver. I've also done a bunch of other stuff, would not having those specific drivers affect internet performance? I've tried everything, so I'm not scared to try some more. Anything to get the internet back to what it's suppose to be.

Oh an about the 32 bit, that's what was already on it, and I only have 2MB of RAM, with no intention of upgrading because it suits what I do with a computer just fine. If it really makes a difference, I could install the 64 bit, but I've read stories online about it not being the most smooth process and people have ran into problems.

All I run is 64 bit, never had an issue with it, and you have a core 2 cpu don`t you ? So you should be running 64 bit, regardless of the memory amount. What is your exact processor/cpu ?

Have you run windows update yet ?

I would really reinstall 64 bit. Make sure you get the network drivers now from the site b4 you reinstall. Install that, then just run windows update for any other drivers.

Right there in device mgr. it tells you which network driver to download. Intel once you have that installed you can get online.

Just a quick update for you, I ran Windows Update and it solved my driver issues with the PCI ports. I downloaded a lot of updates and they were all successful, but still no help with the internet issue. It seems like I am able to download stuff faster than I was. That's really the only thing I'm worried about with this whole issue, it's not like it's going out on me every 5 minutes. For my regular browsing and watching videos it does fine, but download new programs or something its painfully slow. I will look into installing the 64 bit tomorrow and see if that helps. Thanks for the help, and if you have any more suggestions, don't hesitate to tell me, I'm up for any ideas.

Just another update, I installed the 64 bit Windows 7 Ultimate, and it's running fine, but this Internet is still giving me the same problems. Is it possible I just need a new NIC? I don't see why I would, but that's the only conclusion I can come to.
