There are several options, the simplest and most expensive is to attach the PC to a larger monitor, you may of course already have a suitable device, Most modern flat screen TVs have inputs for Computer use, (depending on your graphics card you can often have both the current monitor and a big screen TV connected at the same time), this would cost from the cost of a suitable cable right up to a suitable TV, (in this case I would not recommend anything more than a 1920x1080 resolution - Full HD - as this would make everything larger that on a higher resolution 4K - it also keeps cost at the lower end )

If the above is not possible due to budget then windows does have various additional options to improve visual clarity

Take a look at the above links and when you are happy you understand the options work with your Dad to introduce him to the options you think will help most

My Father has wet Macular Degeneration. I have a laptop with a Samsung SUHD 65" TV as the monitor through HDMI. Works for him. He's been struggling with the disease for about 15 years.

No idea if it adds anything, but since my eyes also aren't what they used to be I run an 20-inch monitor at a resolution of 1280x960 (it's a 4:3 model). The recommended setting would be 1600x1200, but that's all too small for me. 1280x960 is perfect for now, everything is a little bigger.

And if my eyes get any worse, I'll go for 1024x768.

You can use Microsoft magnifying glass, Start ORB, searchbox type magnifying and click Magnify portions of the screen using Magnify, or press and hold CTRL & press + or - to change view, or CTRL 0 (zero not letter O) to return to default setting. My father has Macular Degeneration and he uses CTRL option as apposed to Magnifier.
