On a Tosh it is the Zero key, not F12.

Boot into BIOS setup to see if HD is detected.
If not, then reseat it in its bay from underneath to see if you can get it to register in BIOS.
If so do a Clean Reinstall Windows 7.
If problems persist google the HD serial shown in BIOS to download and burn to CD the maker's HD Diagnostic to run a full scan from booted CD, followed by a Disk Check on a full disk partition you create in the steps to Troubleshoot Windows 7 Installation Failures - Windows 7 Help Forums.
