ok, it is fixed!
smooth video with nvidia driver.

The HDMI cable was bent at a sharp angle where it connects to video card.
I swapped out the cable. Perfect smooth flowing video.

So I dont know if it was the bend or the cable is broken.
Anyway, the PC is also fully updated. Now time to turn off the automatic updates again.

Any cable in a computer system that is bent on a sharp angle can cause a poor connection because of the side strain it puts on the socket.
Take a look at all your cables to make sure things are okay.

Well, I have another option if you`d like to hear it.

But may I ask, if everything was great, why another tuner card ?

And why 3 cards in 1 PC ?

Because the card was only $8 and I like ATSC tuner cards. I have two win 7 HTPC setup in the house.
Extra cards let me record more shows simultaneously.

For some reason, the m791 avermedia refused to work in the AMD phenom quad core PC.
Looking at the m791 card, the ATSC receiver section does not have any metal shielding like it does on the m780 card. (But they have an area of rectangular solder like they could have put on a shield)
Wonder if the AMD Phenom board pumps out an EMF that messes up the card's receiver?
Well I will never know. YOu buy a PCIE card to put into a PCIE slot and you expect things to just work.

But typically stuff happens. Like the damaged HDMI cable.

So now you just need another drive to add to the system for more storage, get the biggest you can afford.
