Solved NET Framework 4 Fatal Error

I'm trying to install NET Framework 4.0 and getting a fatal error.

I've tried:

1. Net Framework Cleanup Tool
2. NetFx Setup Verifier
3. Microsoft FixIt
4. Windows 7 Repair Install
5. SFC /scannow --> no problems
6. Clean Boot
7. Made sure Administrators, SYSTEM, and my personal account have proper permissions in the registry
8. Disabled/re-enabled Framework 3.5
9. Windows Installer Service is started and functional
10. Looked for WOW64 in HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\services\msiserver --> doesn't exist
11. Renamed Assembly in C:\Windows\Microsoft.NET
12. Tried to give all accounts full permissions to the Microsoft.NET folder but got "Access Denied" errors (tried taking ownership of the folder)
13. Windows Installer Cleanup Utility
14. Made sure Framework 3.5 was selected in Windows Features
15. Cleared %temp%

Well I just tried installing net 4.5 and for some reason it worked (I had tried several times before and it failed every time).

Not sure what exactly fixed it, but thanks.
