Try uninstalling the keyboard driver and touchpad drive and reboot the system; allowing Windows to re-install the drivers.

Make sure you have no external mice or input devices plugged in.

1. Click on Start
2. Right click on Computer
3. Select Manage
4. On the left panel, under System Tools, choose Device Manager
5. Look under the Keyboards list, uninstall your laptop keyboard.
6. Look under Mice and other point devices list, uninstall your touchpad.
7. Restart Windows, on restart, it should re-install drivers.

If after the drives being re-installed doesn't solve your issue, your best bet is to contact Toshiba. It could be a hardware problem.

That sounds like your computer locale settings got messed around (changed to English UK most likely.) Go to the control panel, then regional settings and correct the settings in there.

You should also try reinstalling your touch pad drivers (as suggested earlier), or updating them even.
