netframe log error

Hey everyone!
I keep getting this error about windows net frame, and i think that's what is making my pc slow.
i'm not sure at all, here is a picture.
please help

Try installing the latest .net framework
Download details: Microsoft .NET Framework 4 (Web Installer)

What program are you running when the error occurs?

i think it got it fixed. i just deleted "winservice" and reinstalled the .net frame 4
i have no idea what program uses .net frame 4
