Network, administrator, error message issues

Tried to get help with this before with no success. Laptop (Acer with Windows 7 Home Premium) can't find or sign on to home network, can't find router (I even wired directly with Ethernet), won't let me access Control Panel, System Information, shuts off Verizon In Home Agent before it gets a chance to work, and tells me, the only user EVER of this computer, that I may not have permission to do anything that might fix it, according to threads I've seen here. HELP???!!!!!!

You are going to have to use shift + F8 during boot, to get to the boot menu so you can choose Safe Mode with Networking... if it connects, download Malwarebytes Free and do a scan.

Did Malwarebytes already, was suggested before. Nothing changed, also started in safe mode. Cannot find the home network, says I don't have permission to do almost anything. Troubleshooter to find network says there is an error and can't continue. Only way I can get to Control Panel is to do an end run thru Recycle Bin, but I can't even find System Information, says it was "moved". Nothing happens when I try to change user accounts or create a new user.

No, was not home yesterday. Ran Malwarebytes in safe mode, showed 3247 Non malware items detected. Mostly registry and file items, suggested quarantine for all. Haven't done anything else yet. Now what?

Also, now something happened while I was off the laptop, not even detecting home network, saying my laptop does not meet setting requirements to connect? This thing has a mind of its own.

Quarantined all the problems on Malwarebytes. Running in safe mode, now problem is that I cannot connect to my home network. My network is showing on Available Networks with a red "X" next to it. Click on it and it says my computer setting do not match the settings for this network.

All the other computers and hardware are hooked up via this network, only my laptop doesn't connect. Can't run Network Diagnostics in Safe Mode, but if I run on regular mode, I cannot access Control Panel. This is an endless loop of screwups. Any HELP?????!!!!!

When you run Safe Mode do you run the version with Networking? If not then you won't be able to connect to networks. I also suggest that you open a Command Prompt window and type SFC /SCANNOW and check for any corruptions with windows system files which it sounds like there is. Once it completes you can use this command to create a text file with all the details:

findstr /c:"[SR]" %windir%\Logs\CBS\CBS.log >"%userprofile%\Desktop\sfcdetails.txt"

Upload that text file to this thread and we can see what files are corrupted.

Somehow managed to get onto network, there was an alien set of code numbers in one of the network system panels that didn't match anything on the home network. Don't know where it came from or how it got there, but changed that to the password that was on the router and got connected. I still cannot access my Chrome browser for some reason, but have Mozilla and Opera on there that can get me online for now.

The other problems I have when not in safe mode is the error message I get trying to access anything to do with Computer, Control Panel, Photos, Music, any files I attempt. Says I may not have permission to access any of it. Even after running Malwarebytes. Any help on this problem? Thanks.
