Never shows "Now safe to remove"

When I want to remove a flash drive, clicking the icon shows all the available devices. When I click to eject the one I want Windows never says that it is now safe to remove.
If I have a window to the drive open, I correctly get a message that it is not safe to remove. But I can close all windows and programs, leave the drive unaccessed for a couple of hours and then try to eject. It still doesn't tell me it is safe to remove. I can tell that there is no activity because of the light on the flash drive. Somehow the message is not being displayed.

Click the arrow in Notification Area > Customize. Try resetting that one.

Sorry, I don't know anything deeper in the system that could affect that... :huh:
