new install and crash

hello, i install windows7 64 bit yesterday on my wifes computer i update everything on internet explorer, today i restart the computer and it doesnt start it restarts and runs scandisk then it starts up, it tells me i need to cut on the firewall and no network is installed.
I looked for a dump file in windows but dont see any.
When i try to troubleshoot the network it tell me the diagnostics policy service is not running.
I go to the device manager and nothing is showing up.
I ran windows xp on the computer for several years and i started getting memory problems and sent the ram back, tested the new ram and didnt get any errors, installed 7 after that.
asus extreme motherboard
4 gigs of ram
250 gig western digital harddrive
going to run the BSOD Dump & System File Collection app now

the program started running and a error popped up and told me the program cannot start because ATL.DLL IS MISSING, the program finished running made the new folder, i ran the report and a error tells me resource and performance monitor has stopped working
