New Local Disk appeared after OS reinstall
As we can see it consumed MB but when I opened the disk, nothing is in there. This appeared after I re installed my OS.
1.) Why is it created?
2.) is it safe to delete?

Golden is right, it is your System Reserve partition. Leave it alone, but you can / should remove the drive letter.
No, do not delete it...yet. It looks like it might be the System Reserved partition (100MB).

Do not delete the partition. It contains the data necessary to boot the system and is of critical importance.
