Depends on what level you are testing windows 7, if you are beta tester or the public tester then yes only two builds have been officially released for that group of testers.

Personally myself, I think this is one of the BEST sales tactics yet by MS!
Pretend to "Leak" a build (accidentally on purpose) so that everyone stays excited about Windows 7 & sees first hand just how good this OS is going to be before Final Release by being able to use the newest builds!!!

I think it's a Brilliant Marketing Ploy as it's Worked on ME Perfectly as I'm still excited about the Final Release going to Market!

Because of being able to use all the newest builds & seeing firsthand just how good it really is, I WILL be Buying a Legal copy of Windows 7 Ultimate when it is released!!!

You can upgrade but it is recommended clean install
