In addition, if not already done; go to Microsoft site and get the upgrade advisor. It will tell you of any known conflicts between your computer and win7.
Do you still have XP on the computer? If so, try running the installer from XP to see what happens.
Is there a more recent BIOS upgrade for your mobo? If so, install it.
What are the SATA controllers set to in the BIOS?
What frequently works is trying install from flash stick. Use Ultra ISO trial version to write ISO to stick using Bootable tab. Boot using F-key given on first bootup screen for Boot Menu; stick should be listed under hard drives.
It wont let me run the CD in XP. how do i check to see if there are BIOS upgrades for my mobo? I have eVGA 680i T-1 SLI 122CKNF68T1 Motherboard
What should the SATA controllers be set to? currently i am creating an image like you suggested onto my Flash Drive and will try to install from that. That seems like it will take all night. I dont have a fast USB 2.0 Input.

Compare to the BIOS version given on your bootup screen or by Entering BIOS setup.
With Win7 it is best to start by trying AHCI Sata setting to get hot plugging and other features, but since XP is installed if you change it then XP will prob not run. So hopefully it is set on IDE which will work fine for both.
The 10/09 chipset drivers are 15.51 WHQL - installer should have them
You are writing Win7 ISO to Flash stick using Ultra ISO bootable tab? Works great.
Thanks for everyones help. I managed to get it installed. My brother in law came over and we realized that at the blue screen my CD Rom would stop before it would pop up any window. We opened/closed the tray and it started again. had to do it a few more times but managed to get it installed.
again thanks. obviously my CD rom blows D:
