No last opened programs in startmenu.

My startmenu just stays unchanged. I am on build 7068 64bit. On the previous builds the recently opened programs were listed in my startmenu with the jumplists.
The settings are right.

They show up for me no on the same build/bit.

If the programs are pinned to the taskbar/start menu they won't show up on the recently used.

Completely agreed.

If your opening items from your desktop or start menu that aren't pinned then they will show up. I tested to ensure that was the case. I'm running the same build and non pinned items appear in my list.

This is by design - no point in displaying them in the start menu when you already have them pinned elsewhere.
