No option to Repair your computer in Recovery

I had an option to repair my computer without the need of the repair disk before I did a clean install of windows 7 64bit. My setup is exactly the same using the same DVD I used for the initial install that had the option to repir my computer. This is a PC that I built so it has nothing to do with manufacturer.

Why would I not have the same option to repair my computer after a new installation using he same method?

I deleted all partitions like I normally do before install. I have not done a repair boot and I don't have a boot problem. I just don't understand why I need the DVD to do a repair when I was previously able to launch it without it. Disk management has the 100Mb partition and the C drive partition. I am unable to post a screen shot at the moment.

System drive is marked active and this didn't work. I am going to leave it as is.
