I set-up my Optiplex 755 running windows 7 pro 64 bit,4 gigs of ram with google chrome browser. Main function of this computer is for my wife to cruise facebook, and play there games..Everything works great except 1 of the games gives a message No WebGL need to update driver.. Check for update and says all drivers are up to date.. The ATI Radeon hd 2400 xt integrated card supports webgl/opengl according to the specs.
Any ideas on how to solve this problem would be a great help....

You may need to enable it manually in your browser. I don't know what the default in Chrome is, but apparently it requires WebGL and hardware acceleration in order to work. Look at here:
How can I enable WebGL in my browser? - Super User

It may also be that you simply have an older version of the browser that didn't included support yet. If it doesn't works, try updating Chrome too.
Drivers shouldn't matter too much, if at all, unless very outdated.
