No Windows sounds, unable to select any

Recently my Windows 7 laptop has refused to play any Windows sounds (errors, default beep when changing volume, etc.)

I have looked in my Personalization, and the Sounds option is followed by the word Loading. Upon entering the window to change Windows' sounds, the current sound scheme is blank with none of the default or installed sound schemes appearing.

Is there any way of fixing this, besides reinstalling Windows (I do not have a disc or enough internet to download an ISO) or anything drastic that may cause me to lose data and settings?

The sounds (schemes) seem to be tied to Themes. There is nothing, that I see in my system, in the turn windows functions on or off for themes.

You could try running SFC /scannow in a DOS command window, but I think you will need the Windows disc if it finds any system files missing. But, give it a shot anyway.'

Other than the System File Checker scan, I don't think there is anything else you can do without a disc. If you have a friend that has the capability to download and burn a Windows DVD ISO, that would be the next best option.
