Normal boot OK but won't boot into Repair Mode - get 0xc000000f

I am trying to get into repair mode (not because I have a problem, solely to modify something that is only accessible from repair mode).

My computer boots normally (and into safe mode) no worries.
But when hitting F8 and selecting Repair mode I get the following:

Status: 0xc000000f
Info: The boot selection failed because a required device is inaccessible

With all the results I have found so far for this error, it looks like the PC is not booting normally either so my situation is a bit different.

My Windows 7 64 install is not that old and I have had no other issues prior to this. Any ideas?
