not able to set image as desktop background in window home basic 64 bi

i am using window 7 home basic 64 bit.
when i click on an image and set that image as "desktop background" then it does not effect anything.
even i go to control panel and then background setting and set or change background then also it does not do anything.
please fix this window problem even though my window is genuine.

Try this click on the start orb and type the following in search and when the jpg image shows up right click on it and "open file location"

• Go to this folder: %USERPROFILE%\AppData\Roaming\Microsoft\Windows\Themes\(copy and paste that into the Start/search or Run box).

• Delete the TranscodedWallpaper.jpg file.

• Try to set your wallpaper again.
