I've done this a dozen times before, I have a USB kit that allows me to connect IDE or Sata drives. I wanted to give my laptop a boost, so I removed its slow 5400 rpm HD, and was going to install a spare SSD I have laying around. Instead of doing a fresh install of Win 7, I was going to just clone the drives. But when I plugged in the USB connector the drive was not shown in My Comp, so I went to disk mang, where is showed as disk 7 and not initialized. I tried to tried to initialize, but it just says device not ready.

You may have to attach it to an actual SATA port to initialize it.

I say this because I have the same problem with a USB to SATA adapter. If the disk hasn't been partitioned, it won't partition when connected up to the USB adapter. I have to initialize it inside my computer on a real SATA port. It's a pain, but it's the only way to get mine to work, and it's been true of several drives. It might be that yours is the same.
