Improvements and fixes

This non-security update includes improvements and fixes that were a part of KB4467107 (released November 13, 2018) and also includes these new quality improvements as a preview of the next Monthly Rollup update:

• Addresses an issue that causes the GetCalendarInfo function to return an incorrect era name on the first day of the Japanese era.
• Addresses time zone changes for Russian daylight standard time.
• Addresses time zone changes for Moroccan daylight standard time.

240MB+ UPDATES for Windows7 (KB4467108) are NOT ACCEPTABLE. Microsoft must stop WASTING customer bandwidth (and TIME). Get serious; this is not Windows 10.

HELP - Now my stable and updated 1-user laptop is CRAWLING - svchost/Windows Modules Installer - why??? Should NOT be installing anything!!


(Even though WU is set to ask first!)


Just now - CPU load dropped to normal - still mystified about WHAT and WHY it was trying to install anything other than Security Essentials update!

Now Installer AGAIN running at 60%+ !!

Browser related?!?

Doesn't make much sense, but... closed Firefox (my browser of choice for many years and fewest problems). Now online with IE (same session). Idle% somewhat higher, but can't fathom how the browser could have been "driving" Modules Installer?!?
