Nvidia gt 520 1gb good for this????

Intel Pentium G620 (dual core)
4gb DDR3 1333mhz ram
ASROCK H61M-VS

do you think these games will run fine on NVIDIA gt 520 1gb (about 20-30fps)

If by fine you mean mostly on low settings and a low resolution, then yes. You want a good gaming experience you need to look further up the graphics card food chain.

how about medium settings and resolution is 1024x768 about how much fps ranges

30 fps max i think. And games like GTA IV will be like unplayable.
I suggest you to save a few more money and go for a GTS 450, which is a good mid-range cards...
