Okay so this graphics card has been used for say, a year? Then one day the fan started malfunctioning. It would spin for a bit, then stop. sometimes it still twitches a bit. Recently I cleaned the card but still nothing. Anyone know how to fix this?

hi, try downloading a program like MSI Afterburner and try to manually set the fan speed.

What edition of GTS 450 have you got?

Its odd actualy mine did that recently I just blew a bottle of compressed air in it and that seemed to sort it could be a dust issue

I tried MSI afterburner but nothing. EVGA precision worked for a bit, but the fan randomly stops spinning and won't spin again.

I cleaned the card, like I mentioned before, and nothing happens.

You could take the card out and clean the pci slot and ensure the 4 pin is conected properly.

i agree with silverstormz, check it.
also check that the GPU fan power connector is correctly plugged in on your GPU.

What GTS 450 have you got? (PNY, Gigabyte, Sparkle, Galaxy...?)

I had an ATi 5xxx series do that to me it was the wire from board to fan that was faulty , and since I was annoyed at the temps I visited a local hardware electronic sotore picked a fan that fited over the area to tie wrap it in place and opwered it directly from a 4 pin normal HDD connector. was wonderfully cool and never had an issue.

I think Leadtek, that's what it says on the card. From what I know from the card, there isn't any wire connecting it to the power supply

then check the cable which connect the GPU's fan on the GPU.

I noticed later that when the fan stops, the gpu clock is 50mhz. Maybe that is the problem? How to fix?

Also the fan seems to be making some weird sound, as if it is trying to spin but can't. But I know I cleaned it out of dust.

check your GPU temperature when it is at 50MHz..

Okay actually when idle it is 50mhz but when running games it goes up to 405mhz. But regardless if the value, the fan does not spin! Please help, I really want to fix this problem

when you play games, core clock should increase to 783 MHz (default GTS 450 core frequency)...

have you tried to re-install drivers?

...It's very strange.. When you tried MSI Afterburner, have you tried to set your GPU's fan speed to maximum to see if it can handle it?

I'm thinking the fan's engine has some issues..

Msi has no effect. EVGA precision works, but after sometime that stops too.
