So, let me start from my earliest memory of this terrible problem.
A little while back, perhaps just a couple of months, I noticed some updates were not installing correctly. Thinking this was not a major problem, I simply left it.
Then I noticed that around 90% of my music library had become corrupted through Windows Media Player. I checked the updates and noticed that many updates were not installed correctly. It says they all failed.
Internet Explorer 9 stooped working, I recieve a message every time saying "the application was unable to start correctly (0xc0000007b)". I attempted to remove that, but just the same message appears and it won't work
Certain programs also say "The ordinal 491 could not be located in the dynamic link library, and the .dll is different almost every time.

Now many programs are not working at all. They simply don't start. :(

So I tried fixing it myself. I replaced iertulli.dll as I heard that could fix it, but it seems to have made things worse.
I really need some help, please. Ill rep those with solutions to this problem.
I can't even install service pack 1.

Okay, let's start with the basics first lol.

If I were in your position, this is what I will do:
The usual, first try scanning your system for any viruses or trojans. Next, try to see if there are any suspicious http://www.sevenforums.com/tutorials/1401-startup-programs-change.html , In my opinion, MSCONFIG is the best way to do it. If you see anything from there, try uninstalling it.

Next, scan your system files using http://www.sevenforums.com/tutorials/1538-sfc-scannow-command-system-file-checker.html . This way, it will scan any corrupted system files and repair it automatically.

The error "0xc0000007b" is usually a stop error (BSOD, based on experience) that is projected when an INACCESSIBLE_BOOT_DEVICE error is triggered. Considering this happens when you open a program, try http://www.sevenforums.com/tutorials/433-disk-check.html and see if it works. Did you also happen to install new drives by any chance? Flash, MagicJack, HDDs, SSDs, etc. It can also be possible that there might be some driver errors there.

About the corrupted music library, do you happen to have thousands of songs? I had experience where the index would mess up WMP because of the simple fact I had a whole lots of songs.

And one last thing, can you open up your windows update history (http://www.sevenforums.com/tutorials/24367-windows-update-view-update-history-details.html ) and post a couple of the error codes here? That would also be a great help for us in further diagnosing the problems.

Thanks!

For a quick reply, those Windows Update error codes are all connection related problems; could be your firewall, etc. It's almost good news because it's almost nothing major :D

After you run SFC, double click the cmd file in this zip. It will put a txt of your CBS log in C:\. Upload that txt file here to look through.

You have issues, to be sure. Suggest running SFC a couple of additional times, and then post a new log after. It may be that a Repair Install may be best for you with all those errors.

http://www.sevenforums.com/tutorials/3413-repair-install.html

I have to go soon, but I am sure others will be along soon with ideas.

Dont waste your time on SFC, you have at least 2 dozen files that are OS related that cannot be repaired. Like A guy said a repair install would be a good start.

Yup, just as what A Guy said, you have issues. A couple of files cannot be repaired because the "reserve" files it uses to restore them also got corrupted somehow.

While repair install takes too darn long, it is very effective and would almost provide you with no loss (well, maybe refresh a couple of settings here and there but it's nothing major) :D

I'm wondering why no one suggested doing a System Restore to a date prior to the onset of the problems --- i.e. just prior to the downloading of the troublesome Updates --- assuming of course that the OP still had a date that far back in his system. . .
