on powering up Windows Update keeps running blocking access to compute

While powering off, Windows update started running. There was an electrical power cut during the updating. On restarting the computer first message "resuming windows". Second message "Please do not power off or unplug your machine". This second message which does not stop running and is blocking my access to Windows 7. I have tried tab F8 on start up but it does not respond. Help please!!

Try crashing the machine by turning the power off again - it should then offer the option to start in Safe Mode.
