On, startup Windows could not connect to Group Policy .... help plz

So fresh install of windows 7 home premium 64bit

every time I start up I get the same issue of "Failed to connect windows service ...... Group policy client.."

I did some research about checking the key strings in regedit, but there is nothing in my registry about it..

any idea how I can disable the popup, or remove it so I don't get the same issue every time?

I followed the video, restarted error message went away, but also disabled all of my services, had no network connection or anything, so I enabled all the services and boom happened again,

but after it worked the first time, I got a different error message
