When I grab the title bar of the Window and drag, only the frame move and what is inside follows only when I release the mouse. What change will make the whole Window moves together?

I have been using W7 for quite some times and have installed W7 many times but this never happened. This means the default setting worked as I wanted except this particular install.
I reviewed the setting as you suggested and sure enough the item was check marked. I once removed the check mark, put it back again and the problem was resolved.
