Open with is empty ???

Hi Folks,
Sorry if I ask a question that already had a answer.
But I'm new on this site.
My problem is that I have a very strange "Open with" !!!
I already disabled and enabled this function, but nothing changed !
I have joined a screenshot of the result on my screen !
My problem is : I would like to have a "normal" "open with" with for ex. Notepad, and other software mentionned !
Can somebody help me ?

Thanks Layback Bear for your very quick reply.
The first solution, you suggested me, I can't execute it because as you already has seenin the printscreen by my question, I find nothing !
And before I try your second solution, I would like to know the difference between "option one" and "option two" !
Just to know that my pc is configured as only user ... and my wife can also use my pc ! )
