open with which program?

In prior version of windows, when I tried to open a CSV or txt file, it would give me the option of notepad, wordpad or to browse to other programs. Listed in other programs were usually excel or word or some other reasonable programs. Now there is nothing for the selection and when I browse to
Program files\micosoft office\office 12 (for Office 2007) and I select excel.exe it just ignores it and i return to a blank selection screen.

How do I get this to work?

You'll find the correct folder in - C:\Program Files (x86).

I set up my system to show hidden files and folders and I can't find it. When I installed Office 2010 beta (which I uninstalled again), I remember the default being c:\program files (x86), but I don't think office 2007 did this. The strange thing is, if I go the programfiles\microsoft office\office12, excel.exe is there and when I click it, it opens excel properly.

Even if I go the the control panel, default programs and I try to assign excel to a txt file, it just does nothing. This must be a bug????

There seems to be an issues with excel only. When I click on the arrow down of other programs, word and lots of other programs are listed, but not excel.
