Is there a way to hide the top name bar and the file, edit, new, bookmarks thing underneath that on opera?

I think you have the menu bar enabled, the default is a menu button that has the Tab bar at the very top of the screen & the close minimize & restore down buttons integrated into the Tab bar in the top right hand corner.
click on file & Remove the tick next to Show Menu bar.

The top name bar is called the Title bar if you have changed the skin you may still see the Title bar a lot of of the older skins or ones that are designed for Windows XP always show it.
Either use the keyboard short-cut Shift+F12 to open the Appearance window & open a new tab & right click on the Speed-dial background & then click on Appearance from the context menu
under the Skin tab select the default or click on the Find more skins button, it only takes seconds to download & apply a skin & you do not have to restart the browser or anything.

You need to change the skin see my previous post, Benzo Black is one of the old style skins with the Title bar on top but there hundred's of skins to try luckily changing the skins is very quick.

On the Speed-Dial page right click the background or click on the configure wrench top right for more Speed-Dial options.

Change the skin
