Outlook attachments Issue

One of my user is using Outlook 2010. When she forwards an email that has the attachements, the receipient doesn't get the attachments.

What is the possible reason for this issue and how it can be resolved.

1) Check if the email goes to Junk Mail box
2) if you know the file type, maybe the firewall or antivirus has removed the files
