Outlook Not Sending Email After Failure

I apologize if I'm posting this in the wrong place. Outlook failed to send an email and now won't send anything, even though I cleared the OUTBOX. I'm running NORD VPN and needed to switch the Nord protocol from NordLynx to OpenVPN/TCP to process Outlook emails. I forgot to switch it and Outlook failed to send the email. I switched NORDVPN to TCP and Outlook still fails. I deleted the Outbox, even closed the VPN, re-started Windows and Outlook is still giving a "Failed to connect" error message. If I go directly to the Optimum webmail I can send an email from there but nothing through Outlook. I don't know how to make Outlook forget there had been a problem and to "start fresh".

Are you using pop or imap a lot no longer support pop
If you want to use POP or IMAP to access your email in Outlook.com, you'll first need to enable access. Select Settings > Mail > Forwarding and IMAP. Under POP and IMAP, toggle the slider for Let devices and apps use POP or Let devices and apps use IMAP to ON depending on the account you are enabling.
