outlook won't send empty emails

if i try to send an email from outlook that has nothing in the body (title only) it appears to be sent but doesn't actually arrive anywhere.

Even if i add a signature that doesn't seem to constitute content and it doesn't arrive.

I turned of security essentials but it made no difference.

Blank emails sent from my android phone arrive ok in outlook.

Please, WHAT'S GOING ON?! and more importantly how do i fix it?

more observations:

These didn't send:
no text in main body (with or without signature)
no subject with text in main body
no subject with an attachment but no text in main body
no subject, no text, picture embedded

These have sent ok:
with subject and embedded picture but no text in body
with subject but no body text

In summary, nothing will send without a subject unless it has an embedded picture (even if it has body text or an attachment). Anything with body text will send unless it has no subject.

Can't figure this out at all.
