oxc000000e boot error when loading windows

I am working on a Toshiba laptop for a customer I get a oxc000000e error when I tried to boot up windows. I even restored the backup that he had on an external hard drive but still got the same message(Drive was wiped before I restored the backup). He had bought a new hard drive for it thinking it was a bad hard drive. Do you think it's the hard drive or something else??

I had the Toshiba recovery disc and tried startup repair but for some reason it had wiped the partition so I had to restore the back which was still giving me that error. I had read that it might be and BCD error so tonight I will try and see if that's the issue.

How did you run Startup Repair from Recovery disks? Are you referring to Repair CD?

If you're referring to restoring a backup, confirm Active partition before repairs as shown in tutorial. This should start the image if it was applied correctly to unallocated space. Did you maintain its Active flag, MBR and Track 0 if offered in app settings. This is automated in Macrium,another reason it's a favorite here
