if created a new partition for backup and later decide to restore my system to factory default settings will the new backup partition be deleted??

The only safe way to do this is to back your files up externally.

You can try creating a data partition in Disk Management, then run Recovery only to see if it will allow you to install only to a specified partition, making sure you don't choose the partition you stored the data.

However, unclear choices by the Recovery app might lead to the data being overwritten which is why external backup is recommended unless you use the Win7 DVD for your version which can be directed to install only on the C: partition.
