What type of partition are you trying to create? You already have a maximum of 4 existing primary partitions, so you can now only create logical partitions.

Do you want to keep HP_TOOLS and RECOVERY (they are for restore to factory settings)?
Do you really need SYSTEM (it is only for bootmanager and bootmenu). We can move bootmenu/bootmanager to C if you want. It's also needed fro BITLOCKER, but I think you don't use it(?)

Last option is Convert C to logical. But then you MUST HAVE a PRIMART partition to boot from. And you have it already... the 200MB partition called system.

Tell me what you want

logical paritions should be adjacent to each other. In fact all logicals partitions together is called the EXENDED partition. So it's of no use to convert SYSTEM or HP_TOOLS to logical. Makeing SYSTEM logical makes your system unbootable anayway. Don't convert RECOVERY to logical because restore to factory settings won't most likely not work anymore.

So only option is to convert C to logical. But there are more options, like deleting a partition

Convert C to logical and all will be fine. After that you can make another logical partition next to it using Partition wizard. Make it logical as well(default). Make it NTFS and format it
