Password for shared folders?

Now, I don't understand this issue. In XP, I used to be able to share folders for permissions to everyone full control, and we could all access each other perfectly fine.

However, I can't access my brother's shares without having a password, even though permissions are set to 'Full Control' for everyone. Is this a result of homegroup or is there another solution?
