password locking login

I do have a strange problem
I run my win7 ultimate 64 bit without a password for the last 6 months
Recently I have installed password on both admin and user side, I took note of them on a paper, logout and tried to login without any success no matter how I try. I had to find software online to get me in to remove them before I could login. Now I got curious about this and wanted to tried it again having at least a solution now. I have installed passwords again and certainly it happens again. There must a tweaks somewhere to fix that but where in this vast sea of windows registry. Until I find where with your help experts I am running without them HELP

To clarify, you're setting passwords for your admin/user accounts and regardless of what you think you entered, they aren't working?

I have entered two different sets of password and after login out I can not login again with that password for some strange reason. Thank God that someone has created some software to erase password some other way.
