Solved PC gets hot with noisy fan even while idle

My computer seems to actually be running pretty hot. I have tried to resolve the problem with these "solutions":

-Cleaned PC from dust (I will repeat this action tomorrow)
-Close unnecessary programs using Task Manager (MsMpEng.exe likes to hog cpu and ram, temporarily disabled MSE)
-Updated the BIOS (HP F.63 to HP F.65)
-Used a different OS (Win10 runs even hotter than 7, yet Windows XP Live CD runs fine.)
-Used different theme (Tried built-in themes and even third-party themes)
-Use cooling pad at max rpm (doesn't help)

It seems to run around 120-130 degrees F both idle and when playing games, according to Speccy.
Does anybody know of another solution for this problem?

UPDATE: With the Fan Always On setting set to on, it runs btwn 110-120 degrees but is super annoying.
UPDATE 2: All temperatures are motherboard temps.

120 F is about 49 C.

Temps look fine to me. I guess it's a laptop--they aren't going to run at desktop temps.

What is "super annoying"?

Are you sure you have a "problem"?

All fans PWM; speeds at idle: CPU circa 500 rpm; intake circa 600 rpm; exhaust circa 600 rpm; CPU temps 27 idle and 47 C load in a warm room (27 C/81 F) when running Intel Extreme Tuning Utility stress test.
Presumably you are talking about the Laptop mentioned in your System Specs.

120-130 F is 48-55 C, which is probably OK when playing games. Generally laptops aren't designed for playing highly intensive games & overheating can be problem.

110-120 F is 43-48 C, which again within acceptable range. Of course it does depend on your ambient room temp. If the room in which you are working is hot, then the laptop will run hotter.

Lookin at those specs, 2GB ram, im not surprised its running hot.
Get more RAM.
im wondering why they put that lappy out with that??.
W7 and especially W10 are allways phoning home is your CPU running at 100% all the time.

The fan was running fast, which is what is super annoying. I plan on getting more RAM very soon. Thanks for all your help. I thought 110 F and hotter was too hot. Usually, my CPU is running at 100% if the wuauserv service is on.
