PC Shutting off, rebooting continously, how to read error log+repair?

On and off throughout the day, am just an ordinary user/admin without much knowledge in fixing these things - identifying the underlying cause.

-What should I be looking for in the error log?
- Alternately, is there a hardware diagnostic tool to download that will scan for hardware problems and alert me to them?
-Can this be a power supply problem? And if so, how can I know for certain without taking the computer apart?

Download windows-10-recovery-tools and make a boot able disk.
It has a GUI and many tools to check your computer.

With the iso file you can burn a DVD or use use Rufus to make a USB boot able drive (2G min)

Probably your disk has a fault.
Boot from the tool.
Open a CMD Window and type
chkdsk c: /f
If it finds bad blocks, bad clusters, bad sectors..... you disk is dying.

Make sure this is not an issue with overheating. Speccy & Speedfan both will show temps of all components that have sensors(CPU, GPU, motherboard, HDD, etc). Safeguards force a shutdown if anything gets too hot to try and prevent component damage. If it's a heat issue you will need to add fans to the case.

Boot from the windows-10-recovery-tools
1) Open a CMD window and type:
chkdsk c: /f
If it finds bad blocks, bad clusters, bad sectors..... you disk is dying.

2) Download Open Hardware monitor
Extract to a folder and run openhardwaremonitor. Check the temperatures.
CPU temperature must be always below 80ºC
