If that doesn't help then boot into System Recovery Options to run Startup Repair.

It should offer System Restore but if not run it manually from the Options list.

If that fails from the Options list choose Command Line to enable Built-in Administrator - Enable from WinRE - Windows 7 Forums, reboot to see if this Built-In hidden Admin account will Log On.

If so in Control Panel>User Accounts create a new Admin level account to log off and long back onto, move your files over. Once everything is working in the new Account, delete the old corrupt one and hide Built-In Admin account again.

If all fails you can rescue your files using Copy & Paste - in Windows Recovery Console or using Paragon Rescue Kit Free Edition 11.0 Free CD, then follow these same steps for Clean Reinstall - Factory OEM Windows 7 which remind you of everything that must be remembered for copying out, steps to get and keep a perfect install.

If needed for repairs or reinstall the installer and tool to burn to DVD or write to bootable flash stick is provided in Steps 1 and 2 of Clean Reinstall - Factory OEM Windows 7
