Also I can shutdown my pc by holding in the power button. win 7 appears to run fine. At startup it is fine and shuts down fine. But my tower stays on,power does not shutdown.

I think you need to clarify this.

You say Windows shuts down properly, the monitor goes into standby mode, the mouse light goes off.
So what is still running in the PC case? The fans? The hard drives? Please explain further.

Assuming that Windows is shutting down correctly - you get no message on startup that it did not shutdown correctly...

Go into your BIOS/UEFI settings and look for the Power Management settings. Different BIOS are slightly different so it may take some searching.

Look for a POWER Tab, or for settings for APM (Advanced Power Management).

If you are offered a setting for "Suspend Mode", set that to "S3 only".

Under "Restore on AC Power Loss", set that to "Power OFF".

DISABLE all other power-on events: Power on by PCIE/PCI, Power on by RTC, Power on by keyboard or mouse.

See if that changes anything.

Here's what I have in the BIOS

ACPI Function=enabled

ACPI Suspend Time=S3 (STR)

Soft-off by PBTN=instant off

Wol(PME#) From Soft-off=disabled

Power on by alarm=disabled

that hasn't changed anything

I shutdown my rig and unplugged it and kept the power button depressed for half a minute and it has seemed to solve the problem:)
